From the MFB FIRE INVESTIGATION & ANALYSIS UNIT Position Statement Down Lights A review of structure fire statistics has revealed that over the previous five years to date we have seen a substantial increase in fires generated from the incorrect installation of “Down Lights”. Collaboration between the MFB Fire Investigation Unit and Energy Safe Victoria has developed several strategies and recommendations to highlight the pitfalls and dangers of incorrect installation and maintenance of all forms of ceiling installed “Down Lights”. Our position stresses that: • Down lights, when correctly installed and maintained are NOT a fire risk. • Correctly installed insulation that does not foul the down light, whether it is the “blow in” type or insulation batts do NOT cause a fire risk. • Install ceiling space heat shield barriers to down lights. IMPORTANT NOTE : Incorrectly installed and maintained “Down Lights” e.g. close against a combustible structural member, or covered over by the insulation or any foreign ceiling material, definitely DO become a substantial fire risk. FIA & Energy Safe Victoria advise: • Always use a Licensed Electrician and always ask for the Certificate of Electrical Compliance. • Ensure the Licensed Electrician install heat shield barriers that will be used to keep insulation and foreign material away from the down lights. • Never allow the installation of electrical equipment into or against insulation or combustible structural members. • Have down lights and transformers regularly inspected to ensure that they have installed non flammable / mechanical barrier (heat shield) around them to prevent insulation or other material covering them.
